Consilience people are required to leave their houses and participate in the Positron jail system on alternate months. After serving a month in jail, they are allowed to return to their "civilian" residences.
This doesn't seem like a big enough sacrifice to make in order to have food to eat and a roof over one's head at first. However, a dangerous sequence of events transpires that puts Stan's life in jeopardy when Charmaine becomes emotionally engaged with the guy who stays in their home during the months that she and Stan are incarcerated.
