Mercy Kilpatrick, an FBI special agent, has spent her whole life waiting for calamity to happen. Growing up in rural Eagle's Nest, Oregon, Mercy was raised as a survivalist, surviving off the earth and without electricity. till a terrible accident drove her family away and made her abandon her house. The survivalists in her community are now being targeted by a predator called the cave man, who kills them in their houses, takes large quantities of weapons, and raises government suspicions about a potential act of domestic terrorism. However, there's a mystery from Mercy's past that the elements of the murder scene seem uncannily similar to.

Mercy maintains the façade of a law-abiding citizen while returning to Eagle's Nest to confront the family who ostracised her after being sent by the FBI to support local law enforcement. There, she meets Truman Daly, the head of police, whose uncle was the most recent victim of the cave man. She tries so hard to keep the survivalist part of herself from him, but if he gets near enough to find out what she is hiding, she may not make it through the aftermath.
