Todd and Viola have to make terrible choices while a conflict that might destroy the planet explodes all around them. The native Spackle people have banded together to exact revenge on those who have killed their people. Hardened human leaders become ready to protect their groups at all costs, even in the face of an approaching caravan of newcomers. The projected will of a select few also poses a danger to override the overwhelming desire of a large number of people, even as the unceasing Noise exposes every idea. The effects of every word and every action are inconceivably great: To go with the terrorist or the tyrant? Thousands of strangers or the life of the one you love the most? Should one think salvation is impossible or possible? Amidst the chaos, Todd and Viola grow up and begin to doubt all they have ever known. They go from fear and indignation to a startling conclusion.
