She goes with several youngsters who broke out of their own camp. Their courageous commander, Liam, is deeply in love with Ruby. Ruby is desperate to be near him, but she can't take the chance. Not with what her parents had gone through.
Nothing about East River, least of all its enigmatic boss, is what it appears when they get there. However, there are other forces at play, those who would do everything it takes to use Ruby as a weapon against the government. Ruby will have to make a horrible decision that could mean giving up her one and only opportunity at living a life that is worthwhile.
