Not far from FBI headquarters, Amos Decker sees a murder. On a busy sidewalk, a guy murders a lady execution-style before turning the pistol on himself.
The killing is puzzling, even with Decker's exceptional observational and deductional skills. The gunman, a married father running a profitable consulting firm, has no link whatsoever to the victim, a teacher, that Decker and his team are able to uncover. There is also no indication of a potential reason for the assault.
Harper Brown is now in. She gives Decker the order to withdraw from the investigation; she is a Defence Intelligence Agency operative. Decker and his colleagues have not been approved for the open DIA inquiry into the murder since it is so sensitive.
However, they find out that the DIA considers the murder's investigation to be an urgent national security concern. An assault can be on the horizon because sensitive material may have been leaked to a hostile government or, worse, an international terrorist organisation.
