Returning to his voluntary work for the San Fernando Police Department, Harry Bosch investigates cold cases when he gets a call about the death of a young chemist at a nearby pharmacy. The three-person investigative team in the town, led by Bosch, go through the hints that point to the seedy, lucrative world of prescription drug misuse and pill mills.
In the meanwhile, a long-incarcerated murderer accuses Bosch of framing him and seems to have fresh evidence to support his allegation, bringing up memories of an old case from his time as an LAPD detective. Former LAPD coworkers are reluctant to defend Bosch's image because of the strained relationship between them. In order to clear his identity and keep a crafty murderer behind bars, he is on his own.
Like strands of barbed wire, the two unconnected situations twist around one another. Bosch learns along the journey that there are two types of truth: the sort that releases you from oppression and the one that buryes you under the shadows.
